How much would it cost to install runnng water and a sink for a barbers shop?

I’m thinking of starting a barbers shop in a lease hold premises that is currently a normal shop. There is running water and a WC on the 1st floor, but I need a sink and running water on the ground floor. How much would this cost?

Can you run an office showroom in a premises that has ‘use as office’ on the lease>?

Can you run an office showroom as well as selling some of the items from the showroom even if the lease says ‘use as an office’. I should add that the premises is a shop front and graded by the council as shop front but the lease was created so as to allow the tennant not to be able to open a shop. Thanks in advance for any help
