There are lots of “shade tree mechanics” who do work without a formal site; the legalities probably depend on where you are, but some legal protections would be lacking if you don’t have all your paperwork in order. For setting up a shop, you will need an air compressor, a lift, general and specialized tools, an OBD reader, a computer, various instrumentation, and repair documentation for all of the car models on which you plan to work. The latter is crucial; you will waste an inordinate amount of time trying to figure things out (as well as be at significant risk of screwing something up) if you don’t have the real information on how to do the work. It would be hard to get a shop set up for less than $100,000. Also make sure you know where to find all the vendors of parts that you will need, as well as good subcontractors for work that you don’t do yourself (such as automatic transmission repair).
